    Thirty-six civil society organisations, including Human Rights Watch, wrote to the UN Human Rights Council on 9 October 2026 urging a special session on Ethiopia. The letter says large-scale fighting resumed on 22 September 2026 and spread to the Afar and Amhara regions; that drone strikes, mortar and artillery fire and airstrikes have been reported in populated areas and on civilian infrastructure, including near displacement camps in central Tigray, and may amount to war crimes; that communications, banking, air travel and essential services are disrupted; and that no one has been held accountable for the crimes of the 2020 to 2022 war. It asks the Council to convene a special session, condemn violations by all parties, appoint a panel of three independent experts to assess violations since August 2026 and report before 31 January 2027, and encourage the High Commissioner to resume public reporting on Ethiopia.
